No. φ output pin cannot be set as I/O port output pin. (There is no alternative settings.)

What is the difference between H8SX/1600 and H8SX/1500?

Does the stack pointer have to be an even address?
Please always set stack pointer contents to even addresses. Please refer to the "Operation when SP is set to odd" section of your corresponding product hardware manual for details.
